See why the numbers differ, with sources and limits. Summarize with AI ChatGPT Claude Perplexity Grok Gemini Why Do UAE AI Adoption Statistics Disagree? AI adoption statistics for the United Arab Emirates (UAE) disagree because each survey counts something different. In 2026, 72% of UAE business leaders said their business has adopted AI, 73.3% of residents aged 15 to 64 used a generative AI product, and 12% of businesses paid for AI tools on company cards. All three can be true at the same time. If you want the hiring side first, read why UAE businesses struggle to hire AI engineers and what it costs to hire AI developers in the UAE. Then come back for the data. Generative AI is software that produces text, images, code or audio from a prompt. This page collects the primary numbers, shows what each one measures and says plainly where the data stops. We did not find an official UAE government statistic on business AI use, so every business figure below comes from a private survey or a company's own data. What Are the Numbers at a Glance? 72%: UAE businesses that say they have adopted AI in 2026, up from 53% a year earlier (Unlocking the UAE's AI Potential 2026). 73.3%: residents aged 15 to 64 who used a generative AI product in June 2026, the highest of any economy measured (Global AI Diffusion Q2 2026 Trends and Insights). 70.1%: the same measure one quarter earlier, so usage rose 3.2 percentage points in a quarter. 12%: UAE businesses with confirmed AI-tool payments, from more than 6,000 businesses' card and bill-pay data (UAE businesses turn to AI to drive resilience, productivity and efficiency as spend surges 521%). 88% and 51%: the share of UAE startups and large businesses that have adopted AI, a 37 point gap. 31%: businesses at the most advanced stage of AI use, up from 28% a year earlier. 5.8 months: the average time UAE businesses say it takes to find an employee with the right digital skills. The most cited business figure comes from Unlocking the UAE's AI Potential 2026, a report by Amazon Web Services (AWS) and the UAE Artificial Intelligence Office, with research by Strand Partners. It found that 72% of UAE businesses have adopted AI, up from 53% a year earlier. That is a 19 point rise, or 36% growth in a year. The report sets this against Europe, where adoption was 54% and grew 29% over the same period. By our arithmetic, the UAE is 18 points ahead of the European figure the report uses. The survey asked 1,000 business leaders, defined as founders, CEOs and members of the C-suite, and weighted the sample to match business size, sector and region. It used online panels. The report does not state fieldwork dates, and the research was done for AWS, which sells cloud and AI services. How Many UAE Residents Use AI? Microsoft's AI Economy Institute counts people, not companies. Its measure is the share of people aged 15 to 64 who used a generative AI product in the period, taken from anonymised Microsoft telemetry and adjusted for device share, internet access and population. The UAE reached 73.3% in June 2026, up from 70.1% in the first quarter. Singapore was second at 64.3%, then Ireland at 49.9%, France at 49.6% and Norway at 49.4%. Qatar ranked tenth at 43.5%, the United States 21st at 33.0% and Saudi Arabia 25th at 31.4%. The world figure was 18.8%. Chart 2. People using generative AI, June 2026. Source: Global AI Diffusion Q2 2026 Trends and Insights. By our arithmetic, the UAE figure is about 2.2 times the US figure and about 3.9 times the world figure. Many 2026 articles still quote 70.1%. That was the first-quarter number, and the second-quarter report replaced it in September. How Many UAE Businesses Pay for AI Tools? Pemo, a UAE spend-management company, measured something harder to fake: payments. Its report uses corporate card and bill-pay transactions from more than 6,000 UAE businesses with over AED 1.4 billion in annual spend. From January to March 2026, 12% of those businesses had confirmed payments to AI tools. Pemo says spending on AI tools rose 521% over 13 months. Nearly two-thirds of the businesses that pay for AI still use a single tool, and only 37% use two or more. Small and medium businesses account for 59% of total AI spend. This is a company press release republished by Zawya, which does not verify it, and the sample is Pemo's own customers. Why Do the Three Numbers Differ? A leader can say the business uses AI because one team tried it. Neither shows up in card data. That is why 72% and 12% can both be honest answers to different questions. The gap is not a 60 point error. It is the distance between saying you use AI and paying for it. Use the 72% figure for sentiment and priorities, the 73.3% figure for people's habits and the 12% figure for spend. Which UAE Industries and Company Sizes Lead? The AWS report breaks adoption down by industry. Media and entertainment leads at 82%, then financial services at 79%, retail at 76% and hospitality at 69%, against an average of 72%. Chart 3. UAE businesses using AI, by industry. Source: Unlocking the UAE's AI Potential 2026. Company size matters more than industry. Startups are far ahead, with 88% adopting AI and 42% describing themselves as AI-first. Small and medium-sized enterprises (SMEs) are at 68%. Large businesses are at 51%, which is 37 points behind startups. The report calls this a two-tier AI economy. Chart 4. UAE businesses using AI, by company type. Source: Unlocking the UAE's AI Potential 2026. Startups and SMEs overlap. How Advanced Is UAE Business AI Use? Adopting AI and using it deeply are different things. The report describes three stages. Basic use means ready-made chatbots and tools for routine tasks, and it covers 47% of businesses. Intermediate use means AI across several business functions, at 19%. The most advanced stage means custom systems, combined models or agentic AI, at 31%, up from 28% a year earlier. The report words these shares as "businesses" in one place and "AI-adopting businesses" in another, so we show them as published. The advanced stage is led by financial services at 45%, media and entertainment at 41%, retail at 36% and hospitality at 27%. Chart 5. UAE businesses at the most advanced AI stage. Source: Unlocking the UAE's AI Potential 2026. Where Does Agentic AI Stand? Agentic AI means systems that plan and take actions on their own across a task. Awareness is still low. Only 32% of UAE businesses say they have heard of it. Of those who know it, 9% have fully deployed it and a further 9% are experimenting. When the technology was explained, 57% said they plan to use it or are considering it, and 30% said they have no plans. Only 21% of all businesses feel ready for next-generation AI, against 62% of startups. What Slows UAE Businesses Down? Skills come first. In the same report, 48% of businesses say a lack of digital skills is a major obstacle to adoption, 45% say it hinders their ability to innovate and 40% say they struggle greatly or somewhat to attract local talent. It takes 5.8 months on average to find an employee with the right digital skills. Chart 6. The skills gap behind UAE AI plans. Source: Unlocking the UAE's AI Potential 2026. The report also gives 5.8 months as the average time to find a skilled employee. Two other barriers show up when the report asks about next-generation AI such as agentic systems. Insufficient internal funds are cited by 38% and legal uncertainty by 21%. Separately, 34% say a lack of clarity on data control, access and governance is preventing AI adoption and expansion. See our guide to AI data residency in the UAE for that last point. What Does This Mean for a UAE Buyer? The data says demand is high and skilled people are slow to hire. That makes the choice of team model the real decision. There are three common routes, and the right one depends on how permanent the AI work is. Choose to hire in-house if: - AI is core to your product and will stay core for years - You can wait about six months to fill roles - You have senior people who can lead and review the work Choose a dedicated AI team from a partner if: - You need engineers working within weeks, not quarters - You want to test the work before you commit to headcount - You need clear terms on code ownership and data handling Choose a scoped project if: - The work has a clear end, such as one agent or one integration - You have no one to manage a team day to day - You want a fixed deliverable and a review date If speed matters most, our senior AI engineers who work your hours are one route. For a scoped build, see our AI agent development service. Neither depends on the statistics above. Bottom line: UAE AI use is very high, but the number depends on the question. Residents use it far more than businesses pay for it, startups move faster than large companies, and the skills gap, with 5.8 months to hire, is what holds deeper adoption back. Check which measure a figure uses before you quote it. How Were These Numbers Chosen, and What Are the Limits? Every figure above was read at its primary source on 29 October 2026: the AWS and UAE AI Office report, Microsoft's Q2 2026 diffusion report and Pemo's press release as republished by Zawya. Where a number is ours, such as the multiples and point gaps, we say so. No official statistic: we did not find a UAE government figure for business AI use, so every business number is from a private source. Research done for a vendor: the AWS survey was carried out for AWS, relies on leaders' own answers and does not state fieldwork dates. Different measures: 72%, 73.3% and 12% count different things and are not one trend. Newest quarter: Microsoft publishes every quarter, so the UAE figure will change. Vendor data: Pemo's 12% and 521% come from the company's own customers and press release. Not covered: we left out figures we could not open at the source, including AI job and wage data. Frequently Asked Questions How many UAE businesses use AI? It depends on the measure. A 2026 AWS and UAE AI Office survey found that 72% of businesses have adopted AI, up from 53%. Pemo's payment data found that 12% of the businesses it tracks pay for AI tools. We found no official government figure. What percentage of UAE residents use AI? Microsoft's AI Economy Institute puts it at 73.3% of people aged 15 to 64 in June 2026, up from 70.1% in the first quarter. That is the highest of any economy measured. The world figure was 18.8%. Why do UAE AI adoption numbers differ so much? They count different groups and different actions. One counts people who used a generative AI product, one counts business leaders who say their company uses AI, and one counts businesses that paid for AI tools. Each is accurate for its own question. Which UAE industries use AI the most? In the AWS survey, media and entertainment leads at 82%, followed by financial services at 79%, retail at 76% and hospitality at 69%. Financial services leads the most advanced stage of use at 45%. What is stopping UAE businesses from adopting more AI? Skills. In the AWS survey, 48% say a lack of digital skills is a major obstacle, and finding a skilled employee takes 5.8 months on average. Funding, legal uncertainty and data governance are also cited. Can I cite or reuse these statistics? Yes. Cite the original source for each number, which the captions link to, and link to this page if you reuse a chart.
