Blog /AI/ML How to Choose a Voice AI Agent Development Company: 12 Questions and the Red Flags in the Answers Published byGroovy Web Team Published: Oct 30, 2026 Time to read: 13 min read Add as a preferred source on Google Twelve questions to ask any voice AI agent development company, what a good answer sounds like, the red flags that should end the conversation, and a simple way to score vendors side by side. Summarize with AI ChatGPT Claude Perplexity Grok Gemini How Do You Choose a Voice AI Agent Development Company? Choose the company that can show a voice agent running on real phone lines, answers questions about response time, compliance and ownership with specifics, and will put those answers in the contract. Polished demos are easy to build. Production calls are not, and the twelve questions below are designed to tell the two apart. If you are still deciding between a hosted platform and a custom build, read when a hosted platform is enough first, and use how the main voice platforms compare to see what you would be renting. If you already want a build partner, see our AI voice agent development page, and use this scorecard on us too. Each question comes with what a good answer sounds like and the red flag to listen for. Score the answers, compare two or three vendors on the same sheet, and the weaker ones become obvious. Should You Hire a Development Company, Use a Platform or Hire a Freelancer? Decide the route before you compare vendors, because the questions change with it. Choose a voice AI agent development company if: - Your calls touch your own systems, such as a CRM, scheduling or order data - You need rules a hosted platform does not offer, such as custom escalation or data handling - You want to own the code, prompts and call data - The agent is central to the customer experience Short on time? Choose a hosted voice platform if: - Your use case is standard, such as simple answering or appointment reminders - You can accept the platform's pricing model and where it stores data - You want to test the idea before investing in a build Choose a freelancer if: - The scope is a small, well-defined prototype - You have an engineer in house who will own the result after handover - A gap in support or continuity would not hurt your business Bottom line: Use a platform to learn, a freelancer to prototype, and a development company when the voice agent has to handle your business calls for years. The rest of this guide assumes you are hiring a company. Check your readiness first with the AI Readiness Scorecard. Which Vapi, Retell and Bland Alternatives Are Worth Considering? Many teams reach this decision after trying a hosted platform such as Vapi, Retell AI or Bland AI. Common triggers are cost that grows with call volume, limited control over the call flow or the data, compliance requirements, and response time that is hard to tune. Each trigger points to a different alternative. RouteWhat you getWhat you take on Another hosted platform (Retell AI, Vapi, Bland AI)Fast setup and a managed serviceStill renting: pricing, data location and limits stay with the vendor Open-source framework (LiveKit Agents, Pipecat)Control over the audio pipeline and your choice of speech, language and voice providersEngineers who run latency, testing and telephony Custom build by a development companyA voice agent shaped around your systems, with code and data you ownA larger upfront investment and a vendor you must vet What Are the Best Vapi Alternatives? Retell AI is the closest hosted alternative, because it also takes an API-first approach. Bland AI suits teams running large outbound campaigns who want the pieces bundled into one rate. LiveKit Agents and Pipecat are the main open-source options. Teams often leave Vapi because its platform fee is billed apart from speech, model, voice and telephony. What Are the Best Retell AI Alternatives? Teams that outgrow Retell AI usually want more control over the call flow, the models or the data than a configured platform allows. Vapi leaves more room to assemble your own speech and voice stack, and Bland AI bundles everything for outbound work. Open-source frameworks or a custom build give full ownership. The platform comparison covers the hosted options side by side. What Are the Best Bland AI Alternatives? Bland AI's lower plans cap daily calls and concurrent calls, so a large campaign is pushed toward a custom enterprise contract. Retell AI and Vapi are the closest hosted alternatives. If outbound calling is the product itself, a custom build can make more sense, which is how we built ZenoCall, described near the end of this guide. What Do You Take On When You Replace a Platform? You take on five things the platform used to hide: Latency: a delay that feels fine in chat feels broken on a call, so response time needs a hard target. Turn-taking: knowing when the caller has finished and recovering when the agent is cut off. Tool calls: bookings and lookups must finish without long silences. Evaluation: recorded-call tests, because voice fails in ways text does not, such as misheard names and dead air. Telephony: numbers, carrier failover, recording and routing become your configuration. Whoever builds the agent has to own these five. That is what the twelve questions below test. What Proof Should a Voice AI Agent Development Company Show You? Proof comes before promises. Voice AI platform vendor Kore.ai frames the same test in its guide to choosing a voice AI platform: can the system perform reliably at peak volume, on noisy phone lines and in every language your customers speak. Start with these three questions. A team with real production work answers them in minutes. Can You Show a Voice Agent Running on Live Phone Calls? Good answer: They play recordings or run a live call from a real deployment, and explain what went wrong on the way to getting it right. Red flag: Only scripted demo videos, or "we cannot share anything because of NDAs" with no reference you can speak to. 2. Have You Built This for My Industry or a Close One? Good answer: They describe a comparable call flow, the systems it connected to and the rules specific to that industry, such as scheduling for clinics or order lookups for retail. Red flag: The same generic case study for every industry, with the logo swapped. 3. Who Will Actually Build It, and Can I Meet Them? Good answer: You meet the engineers before signing, and they explain how they would approach your call flow. Red flag: The sales team presents, a different team builds, and no one will name the engineers. How Do You Test Whether a Voice Agent Is Production-Ready? On every turn, the agent must detect that the caller has finished, transcribe, decide, reply and speak. Delay or error at any step is audible. Kore.ai lists response time at peak load and natural interruptions among its core questions. Ask your vendor for numbers measured on live calls, not on a demo line. 4. What Is Your Response Time at Peak Call Volume, and How Do You Measure It? Good answer: They quote typical and worst-case response times from live traffic, say where the delay comes from (speech recognition, the language model or the voice), and show a test plan for your call volume. Red flag: A single average, a number from one demo call, or "it feels instant." 5. How Does the Agent Handle Interruptions, Background Noise and Accents? Good answer: They test on real phone-line audio, including callers who interrupt and talk over the agent, and they share the failure rate they saw. Red flag: Testing only on clean studio audio, or only on one accent. 6. How Do You Stop the Agent From Making Up Answers on a Live Call? Good answer: The agent answers only from approved information, looks up facts such as order status in your systems, and says it does not know when unsure. They review call transcripts after launch and fix what they find. Red flag: "The model is very accurate," with no controls and no test method. 7. What Happens When the Agent Cannot Help? Good answer: A defined hand-off to a person with the call context passed along, plus rules for when to hand off, such as an upset caller, repeated misunderstanding or a sensitive topic. Red flag: The agent loops, hangs up, or hands off without context so the caller has to repeat everything. What Compliance Questions Should You Ask a Voice AI Vendor? Compliance is where a good-looking project turns into a legal problem. Ask early, because the answers change the design. 8. How Do You Handle Recordings, Personal Data and Business Associate Agreements? Good answer: They say where recordings and transcripts are stored, who can access them and how long they are kept. For healthcare calls they will sign a business associate agreement. HHS guidance, summarised by the AMA, says a covered entity must have one with a cloud provider that handles patient information. Ask counsel how that applies to your vendor. Red flag: "HIPAA compliant" used as a badge with no agreement behind it, or no answer on where recordings live. If your agent handles health information, see our page on AI voice agents for healthcare. 9. How Do You Handle Consent and Calling Rules for Outbound AI Calls? Good answer: They know that in February 2024 the FCC ruled that AI voices count as an "artificial or prerecorded voice" under the TCPA, which means callers generally need prior express consent. Kelley Drye's summary of the ruling explains it. A good vendor builds consent capture and opt-out into the call flow. This is not legal advice. Red flag: "That only applies to robocalls," or no consent handling anywhere in the design. What Should the Contract and Pricing Include? 10. Who Owns the Code, Prompts and Call Data? Good answer: You own the code, prompts, call flows and data from day one, the contract says so, and you can move to another host or vendor. Red flag: You need the vendor's licence to keep the agent running, or the prompts and data are "proprietary." 11. How Is the Pilot Scoped and Priced? Good answer: One call type, a written success target, a fixed scope and price for the pilot, and a clear point at which you can stop. If you are unsure which calls to start with, see which support calls to automate first. Red flag: Open-ended hourly billing with no success measure, or a large commitment before a single call has been tested. 12. What Does Support Look Like After Launch? Good answer: Named contacts, monitoring of call quality, a clear process for updating prompts and flows, and a plan for when the underlying platform changes its pricing or models. Red flag: Support ends at launch, or every prompt change is billed as a new project. How Do You Score a Voice AI Vendor's Answers? Score each of the twelve questions 0 for a red-flag answer, 1 for a partial answer and 2 for a specific, checkable one. This is a simple method we suggest, not an industry standard. Score every vendor on the same sheet so the comparison is fair. 20 to 24: Strong. Move to a paid pilot. 14 to 19: Promising. Ask for the missing proof before you sign. Below 14: Walk away. Which Red Flags Should End the Conversation? Some answers matter more than a low score. Stop if you see any of these: They will not let you hear a real call or speak to a past client They promise a fixed accuracy number with no test method The price is fixed before anyone asks about your call volume, systems or languages Ownership of code and data is vague or "to be discussed later" There is no plan for handing a caller to a person They push one platform for every use case without explaining why What Should a Pilot Look Like Before You Commit? A pilot is the cheapest way to check every answer above. Keep it small. Pick one call type with high volume and low risk. Write the success target before anything is built, such as the share of calls finished without a person and caller satisfaction. Replay recorded calls through the agent before any live traffic. Send a small share of live calls, then raise it as results hold. Review failures with the vendor each week, then decide whether to scale or stop. Where Does Groovy Web Fit? Groovy Web is an AI engineering company based in Nadiad, Gujarat, with more than 200 clients served since 2015. One of our voice AI projects is ZenoCall, an AI voice platform we built for outbound call campaigns. We would rather you run these twelve questions on us than take our word for it. Ask for references, and ask who would build yours. Frequently Asked Questions What does an AI voice agent development company do? It designs, builds, connects and supports AI agents that hold spoken conversations over phone lines or voice channels. That includes speech recognition, the language model, the synthetic voice, links to your business systems, testing, and support after launch. What are the best alternatives to Vapi, Retell AI and Bland AI? The main alternatives are another hosted platform, an open-source framework such as LiveKit Agents or Pipecat, or a custom build by a development company. The right one depends on call volume, control, compliance and how much engineering you have in house. How is a voice AI development company different from a voice AI platform? A platform is software you rent and configure yourself. A development company builds a voice agent around your systems and rules, and can hand over the code. Many teams prototype on a platform, then hire a company when they need custom logic or ownership. How much does it cost to hire a voice AI agent development company? It depends on call volume, the systems the agent connects to, languages and compliance needs. Ask for a fixed-scope pilot price on one call type, and see what a voice agent build includes for the cost drivers. How long does it take to build a voice AI agent? Scope sets the timeline. Ask each vendor for a milestone plan for a pilot on one call type. A vendor who cannot give milestones has not yet scoped the work. Should I choose an India-based voice AI agent development company? Location matters less than references, overlap with your working hours and what the contract says about ownership and support. Read why US companies build AI teams in India for the trade-offs, and ask any vendor how they handle your time zone. Does a voice AI agent need to be HIPAA compliant? If the agent handles patient information for a covered entity, yes, and a business associate agreement is part of that. The detail depends on your situation, so ask your own counsel and ask the vendor how they handle recordings and access. Can an AI voice agent make outbound calls legally in the US? The FCC ruled in February 2024 that AI-generated voices fall under the TCPA's rules on artificial or prerecorded voices, so outbound calls generally need prior express consent. Check the rules for your case with counsel. Want to Run These Twelve Questions on Us? Groovy Web builds custom voice agents for teams that want to own the code and the call data.
